Preventing a query from being cached in Oracle

This may be done already in Oracle but I’m not aware of it.
I have a set of tables where I want to identify fields that aren’t relevant in one part of the system but are relevant in another.
For example, I have a table named Foo that has a primary key on a field named Bar. The table also has a foreign key back to a Bar-related table named BarFoo that has a field called Qwerty.
The query for Foo is simple:
select * from Foo where Bar in (select BarFoo.Qwerty from BarFoo)

The query for BarFoo is:
select * from BarFoo where BarFoo.Qwerty = :myval

So, the logic is:

Check to see if we have a row in BarFoo that matches the :myval from the outer query.
If we do have such a row, return that row, and then
Return something else

Now, when we run the query for Foo, we get the rows for Foo that we want (and nothing else), since we didn’t expect any rows back. However, when we run the query for BarFoo, Oracle will most likely cache the query and return all of its rows. Now, the problem is that I know that Foo.Bar and BarFoo.Qwerty are not nullable, so I can’t even write a computed column and add a row for every Qwerty value and then join back on Foo. (Oracle would not allow that anyway, since this is an outer join.) If Bar was nullable, I could write a computed column on Bar and join on that, but I can’t change the definition of BarFoo to make it nullable.
The only way I can think of to write the above logic is to wrap the two subqueries in a query
