I find MIDI on/off very useful to assign every controller to a different MIDI channel. Note that this works also with the onboard midi mapper and software when the onboard midi mapper is not set to channel 45 for example.

Is there any VSTi plug-in on the market that does this?

I found the same question asked a while ago (see above comment). And the same response is the “just add external controller, it’s easy”. I tried and if you know what you are doing, it’s not that bad. But in my opinion, one should be able to do this with the plug-in only.

It’s not easy for the end user, and I think that this is the very reason why this does not exist.

Most MIDI is designed to be processed by a sequencer, and when that happens, the MIDI controller information is generally NOT passed along, but handled by the sequencer itself.

If the MIDI is not intended to be processed by a sequencer, then the MIDI output is usually set to a hardcoded MIDI port, or to a digital output for note-on and note-off, and the MIDI controller information is generally not outputted. This is how a keyboard player can press keys on a MIDI controller and play the keyboard, without it being reflected on the VSTi instrument.

The same is true for the onboard midi mapper. It might be slightly different from one audio interface to another, but the functions are typically the same.

Some, like a MIDI keyboard, may use the on-board MIDI mapper, and some, like a USB keyboard, may use the on-board USB midi mapper. Most of these devices do not allow manual control of the midi mapper, and can only be controlled by the software in the way the MIDI controller information is handled.

The idea of Mijoy is that the plug-in could allow the user to send the MIDI controller information along with the MIDI data.

The best idea is to use a sequencer to handle MIDI information, so that you can use the VSTi instrument to process the information.

Actually, I tried the same with seq24, and it does handle the joystick information. So, for someone who knows what he is doing, you can do that with a simple instrument.
